Global crises are often linked with fluctuations in world commodity prices, exposing vulnerable sectors like the Philippine rice industry, which relies heavily on rice and urea imports. The COVID-19 pandemic prompted governments to implement movement restrictions to contain the spread of the virus, disrupting supply chains. Thus, this study investigates the effect of changes in world urea prices on rice prices before and during the COVID-19 pandemic in the Philippines, Thailand and Vietnam using cointegration approach. It also aimed to determine the rice market leadership of these three countries. Additionally, the Engle-Granger and auto aggressive distributed lag tests were conducted to establish cointegrating relationships between rice and urea prices, and the Granger causality test was conducted to determine rice market leadership. On ensuring the unhampered movement of rice and agricultural inputs were implemented. Meanwhile, Thailand’s public investment in research, technology, and infrastructures contributed to shorter adjustment periods before the quarantine. Additionally, Vietnam’s rice market showed resilience due to proactive government measures and self-sufficient rice and urea production, highlighting its leadership in influencing rice prices. As lessons from Thailand and Vietnam’s rice markets, the findings of the study emphasize the necessity of sustaining investments to increase the productivity of the Philippine rice sector in order to strengthen the industry from changes in world prices of crucial inputs such as fertilizer.
