The Comprehensive Agrarian Reform Law (CARL) is envisioned to give land to the farmers for them to till. It is also intended to resolve the inequitable land distribution in the country. Similarly, the main objective of the law is to eliminate poverty in the countryside. However, there are ARBs who sell their rights over their land due to factors thay they could not handle. This study aimed to determine the factors affecting farmers' decision-making in selling their rights over their land. Also, the study determined if the beneficiaries followed the provisions of CARL regarding the sale or transfer of their land rights. This study used the Logistic Regression in order to assess the factors that affect the ARBs' decision-making in selling their land rights. The results show that income has the most significant impact in the ARBs' decision-making. Basically, an ARB would not think about selling his land rights unless his income is sufficient to support his family. With the consequences of having an insufficient income, other factors aggravate the situation which may trigger a snowball effect resulting to sell one's land rights. CARL was originally envisioned to resolve the inequitable distribution of land in the country and to resolve the problem of poverty in the countryside. With the selling of rights and awarded lands, the very purpose of CARL is defeated. It is a total failure because the privilege to own a land was diverted to privilege to sell the land. Thus, there is a call for a collective action and/or collaborative effort among all the stakeholders (government agencies, ARBs, and the private sector) in the implementation of the Comprehensive Agrarian Reform Program (CARP).
