Brgy. San Roque, Panabo City is one of the recipient barangays of the Livelihood n Broiler Production Project, along with other 15 rural barangays in the city. The program was initiated on January 2009 through the initiative ofHon. Mayor Atty. Jose L. Silvosa, with the help of Department of Agriculture and Vitarich Corporation, aiming to help smallholder farmers of the various rural barangays in the city to have additional source of income. However, the program was declared as failure because the government has observed that beneficiaries of Brgy. San Roque were not following the recommended feeding procedures, there is improper application of sanitation practices and some sell their produce to walk-in customers while some use the chickens for family consumption. Technical efficiency was measured from the four harvesting periods of the 5 beneficiaries of Brgy. San Roque. Results showed that as the cost of producing a kilo of chicken increases, their efficiency score decreases. Only Beneficiary 2 and 4 have been technically efficient spending only PhP74.87 and PhP 80.49 to produce a kilo. Their use of sawdust, labor and additional feeds greatly affects their efficiently scores. Technical efficiency measures the efficiency of the beneficiaries in their production but does not account the farming practices used by each beneficiary. The recipient barangay must be thoroughly assessed before it receives a program to prevent unexpected outcomes to happen. The module must also fit the conditions of the receivers of the program and proper communication is needed for the program to be successful.
