Summary, etc. A model for the impact assessment and monitoring of special program for employment of students (SPES) was developed to assist the management of Department of Labor and Employment (DOLE) in identifying, quantitatively evaluating, and monitoring the impacts of the said program. Multi-attribute value theory (MAVT) was used to model the assessment process. Two impact assessment models were then constructed. The first was of the student-participants, while the second was of the employer-participants. The assessment models were then illustrated by an actual value assessment from the SPES participants. Meanwhile, identification of monitoring activities and their duration were done for the impact-monitoring scheme
