Summary, etc. The long-awaited bridge connecting the Island Garden City of Samal to mainland Davao has finally commenced in the last quarter of 2022. This project under the “Build Build Build” program of the Duterte administration aims to usher in development in the island. However, the project fails to recognize the community members of the Island as key players in this development process. Photovoice is a participatory method wherein community participants use photography to explore and discuss issues of importance to them. The “Sa Taga-Isla” photovoice project shows that photo session, the pre-production activity in photovoice, exposes the participants to the community. The photo exhibit as the production stage and focus group discussion as the post-production stage provides participatory learning experiences to the community members of IGACOS. Finally, the photovoice project underpins photographs as exposition of community life, and photovoice as a communication method to conjure transformation for the community members.<br/>
