Summary, etc. The retail landscape in Tagum City is rapidly evolving, with traditional retail outlets facing competition from modern retailers, especially for fresh meat. This indicates a need to determine the factors that influence the retail outlet choice and purchasing behavior in the city. A multinomial logistic regression model was estimated to analyze the responses of 300 household decision-makers among urban villages in Tagum City in 2024. Results show that the household decision-makers for fresh meat are usually women, the head of the family, and at least high school graduates. The top retail outlet and type of fresh meat are wet market and pork, respectively. Consumers, regardless of their retail outlet choice, usually buy fresh meat two to three times a week and prioritize food safety which they associate with supermarkets and meat shops. Consumers which choose supermarkets are usually women, those with higher educational attainment, and those in higher income brackets. Wet markets are likely to be chosen when the consumer has lower educational attainment, tends to negotiate prices, values food safety, and buys chicken in larger quantities. Talipapas are chosen usually by consumers with higher educational attainment and do not prioritize price negotiations and the quantity of fresh meat available. Meat shops are likely to be visited by consumers with higher educational attainment, do not negotiate prices, prioritize the quantity of products available and food safety, and buy larger quantities of chicken. These findings imply that traditional retailers must consider the significant variables generated in the study to retain customers and attract new ones. This study recommends the government to develop policies that protect retail outlets and strengthen the implementation of existing food safety laws, and that future researchers include other variables in the model and undertake further research on the retail industry, and consumer retail outlet choice and buying behavior. <br/>
