Today’s libraries are slowly becoming incubators for innovation that require inspiration, resources, proximity, variety and freedom (Lesneski, 2015). Catering to all types of users, opportunities and challenges for public libraries as innovation spaces are daunting: supporting development goals and objectives in all spheres of national and local existence; responding to literacy requirements of in-school and out-of-school cohorts in coordination with education departments; contributing to ecological preservation and environmental protection; ensuring that peaceful co-existence and harmony prevail in a multi-diverse population; venues for public affairs programs on the drug problem, graft and corruption, clean and honest elections; and, a host of other roles in an ever-changing global community. Legislation-wise, Philippine public libraries have evolved through the years: RA 3873, and subsequently, its amendatory law RA 10087 enacted in what is now known as The National Library of the Philippines; and, RA 7743 and its IRR, which provided for the establishment of congressional, city and municipal, and barangay reading centers throughout the country, appropriating funds therefore and for other purposes.  This paper will attempt to juxtapose global innovations and developments on the mandated vision and mission of Philippine public libraries.  Further, this paper will dissect Philippine public libraries as they carry out these perspectives, together with other emerging contributory factors as incubating spaces for innovation.
