The conflict involved a third party, the Honorable Members of the 12th Council, since they will decide upon the approval of the development permit. Specifically, the conflict was analyzed using the Conflict Analysis Techniques of Fraser and Hipel ? as a game, with the player options and preferences. This method allows a rigorous study of the historical events. Historical data was modeled in a systematic framework, and the conflict was analyzed during the time when KLR proposed for a resolution granting approval to the request for a development permit. A potential conflict resolution predicted by stability analysis verified the actual course of events in the real-world conflict. This is represented by the equilibrium point wherein the KLR negotiates, the DCWD stand to stop while negotiations are on-going for a compromise, and the Body delays the approval. However, the approach in this study can accommodate special adjustment to the model.
