Assessing the productivity and profitability of small-scale farmers : contractual arrangement of pineapple in Polomolok, South Cotabato / Janet Mae A. Balabag

This dilemma can be addressed through resourceful and well-organized contract farming system which guarantees the continuous supply of good quality products and secures the limited labor and input supply. But still the system has several issues that have been carried especially about the equity, sustainability of the contract and the failure of implementing the laws that govern contract farming. This study assesses the profitability and productivity of the farmers and determined factors affecting farmer's profit. Furthermore, it aims to determine sections from DAO No.09, Series of 2006 and DAO No.02, Series of 2008 that were not implemented and identify policies that can improve farmer's profit. Primary data used were from different groups of contract farming: (15) cooperative, (15) self-financed and (15) lease. Using econometric modeling, the production data on pineapple contract farming in Polomolok, South Cotabato, Philippines, were fitted using ordinary least squares employing the transcendental with interaction production function. Results of the study showed that self-financed farmers have the higher production output but lesser profit compared to the cooperative members which have higher profit even they have lower production output. This was caused by the differences in the total costs made during production. Also the difference of their output was based on the differences of their land areas which the self-financed farmers have the highest mean land areas. This was related to the higher years of education attained by the self-financed farmers. In the provisions analysis most of the sections that were not applied are related to the permanent and non-permanent improvements on the land. Government agencies should ensure that the distribution of benefits under contract is balanced through monitoring and evaluation of the provisions.
