Abstract: Davao has one of the most potable water in the world in terms of its mineral content, safety, cleanliness and taste. Unfortunately the quality of the only water source in Davao has deteriorated. One of the recent programs of the Department of Environment and Natural Resources (DENR) is the Davao River Quality Management Area implementation in the city. This research study is focused specifically on the fourth objective which is the Formulation and Implementation of Support Programs for Water Quality Management. The proponent intends to develop a storyboard for the 2d video animation as a form of promotional tool for Davao River as Water Quality Management Area (WQMA). This thesis was a development and dissemination of Informational, Educational and Communication (IEC) materials for WQMA. In the production stage, the proponent was not able to find animator that was skillful enough to produce the animation, the visual component of this production thesis was not accomplished. Instead, the proponent conducted the pitching of the storyboard by presenting the sketches in an exhibit. Thus, a storyboard exhibit was the final output of the production thesis. Nonetheless, the proponent was successful in accomplishing the fourth objective of the WQMA?s communication plan (Formulation and Implementation of Support Programs for Water Quality Management), by determining the information needed about the Davao River and DENR?s WQMA for the production of the themes and taglines. Also the proponent accomplished the arrangement of both visual and audio elements for the production of the dual column script. Moreover, the storyboard was guided by the dual column script and was helpful in producing a comprehensive and easily digested storyline for the 2D video animation.
