Apo from a historical perspective. Using a periodization schema, the study follows the timeline segments based on the transformation that happened to human- environment relations in the course of time, starting from the period when the place served as hunting ground of the Tagabawa Bagobos, the entry of the Christian settlers, the attempts by both state and non- government agents in responding to present environmental and developmental challenges faced by the present area and divided into three major periods: Locatong as pangayaman and ban- nua, development projects. Following these periods, the paper discusses how not population but also on how the changes in the values and lifestyles of the abundant environment of Locatong had always been a venue for utilization of resources- subsistence in early times, cash cropping in the 1960s, and as present- day site for resource management and development projects- all done in the name of survival.
