The organization is operational for more than 40 years and its operated by the Yabes family since 1972. RAYSMART Maitum Corporation continues to operate its business despite the absence of Inventory Management System wherein it affects the daily operational efficiency of the organization by using manual processes. It is in the backdrop of turbulent business environment that the study sought to provide in-depth insight of the company's strategic control systems in implementation of its competitive strategic thrusts over five years. The study relied on both primary and secondary data sources to identify the operational lapses and financial performance of the company's top management revealed that RAYSMART applies various software monitoring which results to unstable inventory management. On this study, the framework used adapted from Fred David's conceptual framework and will apply the Cost Leadership as a strategy for YARSMART Maitum Corporation to respond to its internal and external factors. Activity plan from 2018 to 2022 was implemented to achieve the organizational goals to increase revenue by 20% in the first year of implementation ad additional increase of 10% of the following year and the year thereafter. To make sure that the strategy is on the right track, performance indicator was structured to monitor and control the activities involved to achieve the organizational goals.
