A 5-year strategic plan for Health Organization of Mindanao (HOM) based on Organizational Performance Review / Rasul Abdullah; Aurelia Luzviminda V. Gomez, Exegesis Jedidiah N Ebarle, advisers.

HOM aims to be a catalyst in elevating health conditions of the vulnerable population in Mindanao by providing medical/health services and psychological assistance to the vulnerable communities, and developing capacity of the community to be able to respond to their health issues. The organization envisions that vulnerable people are physically, mentally, and healthy through introduction of innovative health response and services based on health policy reform that creates an enabling environment to uphold and protect quality of life. HOM operates within the thematic area of Health and Nutrition ? both in development and humanitarian contexts. The organization operates in the general autonomous Region in Muslim Mindanao (ARMM) but has also, in the past, operated in other Regions of Mindanao. Like many local Non-Government Organizations (NGOs), HOM faces challenges in sustaining its operations. There is no formal strategy on financial or resource mobilization in place or implemented. On top of this, there is no programmatic strategy that will guide its operations. The lack of a formal strategic plan left HOM with no formal measurement and monitoring of its performance as an organization. Key issues based on the analysis of its internal and external environments are (1) even though beneficiaries are at the helm of the organization?s vision and mission, there is no actual documentation of beneficiary reach and HOM interventions? impacts, (2) the no actual documentation of beneficiary reach and HOM interventions? impacts, (2) the organization is highly dependent on donor aid agencies for funding which is not sustainable in the long term, (3) deficient human resource management practices, and (4) inconsistent compliance to an in-placed systems and policies. This study proposes an organizational strategic direction for HOM to consider adapting to help answer the main organizational issues identified. Proposed strategies are laid for a 5-year implantation ? with the proposed goals and objectives as the starting point.
