Retailers such as wet markets and supermarkets are still the big formats in selling fresh vegetables in Davao City yet, talipapa are emerging on a daily basis in the fresh produce sector. The increase of supermarkets, wet markets and talipapa in Davao City were the big factors in conducting this study. The researcher interviewed 300 vegetables consumers in the urban barangays of Davao City. Multinomial Logit Model was used to determine the factors that affect consumers? retail outlet choice and buying behavior of vegetables in Davao City. This study was different from other retail studies due to the result from the observed changes in the consumers? spending after the implementation of TRAIN law. It was found in the study that TRAIN Law positively influenced the budget allocation of the respondents after the implementation. Results showed that majority of the respondents chose wet market as their retail outlet choice in purchasing fresh vegetables. Based on the results, monthly income (Bracket D & E), working status of the respondents (4) and mode of payment were the significant variables that affect nth decision of consumers in choosing supermarket as their retail outlet choice over other retail outlets. On the other hand, sociodemographic factors such as a district and retail attributes including quality of product were found to significantly influence respondents? choice of wet market over supermarket. Sociodemographic factors such as district and retail attribute including quality of product were also found to significantly influence respondents? choice of talipapa over supermarket. Finally, consumers in Davao City were very particular with cleanliness and food safety since these two garnered the highest rating among all retail attributes.
