The idea of treatment ideology in prison system is associated with the notion that criminal behavior is an illness in which immediate medication is needed. However, most prison facility is in more inclined on custody than the inmates' rehabilitation. Health care is the prevention, treatment , and management of illness and the preservation of mental and physical well being through the services offered by the medical, nursing and allied health professions. The healthcare service is a part of the rehabilitation of inmate. And it is right of every individual including a prisoner to avail appropriate health service. Every individual has varied concepts about security. Human security, for example, is achieved when and where individuals and communities have the options necessary to end, mitigate, or adapt to threats to their human, environmental, and social rights. Security is manifested on the rules, personnel, and its architecture. Health and security are two institutional goals in prison system. The two must go together in order to create good prison environment and effective prison management. Looking at the present condition, the environment is experiencing disparities that result to degradation of the health prisoners. The classification of inmates is more of custody as weapon than treatment as tool. And this affects the health of inmates. This study aims to put back the balanced environment of health and security of the inmates' insides the prison facility. Provision for a well-balanced environment is recommended. A treatment facility exclusive for the prisoners in the region can be a step in alleviating the condition of the prisoners in jail facility. In the long run both the inmates and the personnel, medical or guard, will benefit from this project.
