Both NBI Clearance System (NBICS) and PNP-Police Clearance System (PNP-PCS) were instantiated with dummy criminal records. Another system was developed called the Central System, which retrieves data from the two systems using web services. Though the two independent prototype systems are the service provider, they can also be the service consumer/requestor to the other system. A service provider provides web services and the requestor calls these web services. Two Web Service Description Languages (WSDL) were created to employ the web services of the two independent prototype systems.
