The SSS Employees Multi-purpose Cooperative (SEMPC) is a closed-type, primary multi-purpose non-agricultural cooperative. SEMPC is faced with operational threats due to the audit findings of CDA and the poor financial performance. The strategic plan aims to strengthen the operation of SEMPC that hampered its viability and stability. This paper used the input-output framework, integrating the Mazzarol's conceptual framework of cooperative enterprise. The data were gathered from the CDA, NEDA, SPA, SEMPC Cooperative Annual Performance Report, SEMPC by-laws, and interviews from the officers and members. The external and internal factors were identified through the environmental scanning using the PEST, the Porter's 5 Forces and the SEMPC's operational management and performance. The identified factors were cross-matched using the SWOT matrix tool. Results of the SWOT matrix were the identified strategic options. The strategic options were further verified using the QSPM tool. The proposed strategy for implementation addresses the SEMPC's declining financial performance and the underlying concerns with respect to administrative compliance. The strategy implementation and evaluation is a continuing process to fully attain the corporate philosophy of SEMPC.
