Brgy. Burgos, which is found in the Municipality of Cortes province of Surigao del Sur is one example of a fishing village which mainly depends on the marine resources. The people inside the village are still among the poorest of the poor, even with the marine resource they harvest every day. The fishing village in Burgos is situated in an adjacent protected area, a mangrove forest, which supports the nearby fisheries of the barangay. The fishing village in Brgy. Burgos was studied, along with the fishing villages in Brgy. Tigao and Brgy. Mabahin which is located in the same municipality for comparison. The villages were studied and assessed using the methods in coastal resource management through the Coastal Resource Management Guide and the Protected Areas Benefits Assessment Tool (PA-BAT). Data shows that the communities are generally unsatisfied with their state of well-being, with respect to the presence of the mangrove forest. Community utilities and amenities are inefficient and the site itself needed to be redeveloped. The fishing village space zoning as well is not beneficial to the mangrove forest. Furthermore, the people does not have any alternative in terms of livelihood thus making them among the poorest of the poor. Using the Coastal Resource Management and the Legislative Framework in Coastal Management, key community issues were analysed and compared which brought about the redevelopment and management strategies which aims to protect the mangrove forest and the nearby fisheries, and as well as the maximization of the benefits that the community members get from the natural resources. The translation of this study is an Eco-Tourism Fishing Village, which incorporates the redevelopment of the site and alternative livelihood for the residents ER -
