This report assesses the environmental costs of the Yali hydropower plant in Vietnam. It finds that the costs of mitigation and compensation to displaced residents amount to about USD 59 million. If these costs were incorporated into the price of electricity, the price would have to increase by about 10%. The authors recommend that full-cost pricing should be adopted for all power generation in Vietnam. This would both generate revenue for environmental rehabilitation and limit demand for future environmentally-damaging power generation.
