The office has existing health programs that have specific objectives to attain in order to achieve better health outcomes. The conceptual framework was composed of the strategic management model for thorough analysis of the external and internal analysis during strategy formulation. The process utilized in the analysis of the immediate external environment which is the Provincial Government of Davao del Norte followed by the analysis of another external environment which was the health sector of the Philippines. The analysis of the internal environment focused on the analysis on the operational efficiency of the office. After comprehensive analysis, the strategic choice was to develop an integrated approach in the management of Child Health Care Program that will provide specific interventions to attain the strategic objectives. This strategy will help address the increasing number infant mortality and the alarming threats on vaccinations in the province. This strategy will focus on the building blocks of health namely: Health Governance, Health Service Delivery, Health financing, Health Human Resource, and Health Information System. This strategy requires the cooperation of the health service providers especially in the community level where the specific health interventions will focus. In the strategy evaluation, the Balanced Scoreboard framework was useful as it viewed the organization from four perspectives namely in Financial, Customer, Internal Process, and Learning and Growth, which are needed in the monitoring of the identified strategies in order to know the impact of that strategy to the overall performance of the Provincial Health Office ER -
