In fact, the activities involved in CSR were commended by different institutions and organizations who have appreciated the intention of the programs. The holistic approach of CSR activities which range from environmental advocacy to community development strengthens the community-based natural resource management strategy in conversing the watersheds and greatly pushes the awareness for environmental protection. However, the utility's CSR unit faces difficulty in using its strength in order to capitalize its opportunities. Its operation has been pulled down by internal weaknesses of the unit. By far, the organization structure of CSR implementers is widely fragmented. This setting disunites the CSR staff, thereby disables consolidation of work, comprises teamwork and promotes individualism. This opens the door for inefficiency and ineffectiveness of the operation of CSR. The inter-Dimensional Scope of Corporate Social Responsibility: A Strategic Plan for the CSR Unit of the Davao City Water District (2014-2016), pushes for the unity and integration of the CSR unit. It also sets the direction of the CSR unit by providing new vision and mission. The framework employed in the strategic planning process is a combination of the comprehensive strategic-management model of Fred R. David and the input-output model of management. Combining these two frameworks gave the best direction for the strategic planning of the CSR unit. The amalgamation of the CSR unit allows for consolidation of work and cooperation between and among CSR implementers of the district. Putting all CSR efforts under one unit is strategic and greatly pushes for efficiency of CSR operation. The institutionalization of monitoring and evaluation for CSR projects is also provided in the strategic planning. Monitoring and evaluation put value in every CSR effort the district and can be a basis to measure the impact derived from the same.
