520 _aThis paper examines the current condition of Plastic World Enterprise (PWE), a plastic packaging manufacturing company in Davao City. The company has experienced significant growth in terms of capacity from an annual production of 374 tons when it started in 1990 to 8,930 tons after 24 years of operation. This is equivalent to an average annual growth rate of 99%> PWE annual revenue has already reached 201M in 2012. One of the major issues faced by the company is the low operating utilization of its production machines. As of September 2014, the average usage of the plant is around 47%. PWE still not able to fully organized its production facility which could provide the company more revenues and lower its production cost. Another problem is the lack of effective management system for the company in the areas of budgeting and product costing, quality management and human resource. These deficiencies have hindered the company in accurately determining its actual performance. This paper utilized ABCDE Model by Stephen G. Haines (2000) in coming up with the strategic plan to resolve current problems of the company. This model invites the planner to ask and answer five important questions: Where are we?, Where we want to go?, How we will do it?, How we are doing?, and How we will monitor our progress?. Another framework used to help analyze the internal environment of PWE is the Leavitt's Model (1965) for organizational development. It discusses about people, task, structure and technology and proposes that the interaction of these components determines the success or failure of an organization. The program that PWE should implement must be geared towards grow and build strategy. Based on the environmental analysis, market penetration program would provide the company the highest advantage if successfully implemented. This recommended strategy has been validated through Quantitative Strategic Planning Matrix (QSPM) analysis to have the highest attractiveness score as compared to others strategies or programs identified in this paper.
